error during installing r2_simulator

At the step when i run: vcs import < ~/git/r2_workspaces/public_sim.yaml, i'm getting this error. i have created the ssh key.

IOError: [Errno 13] Permission denied: '/usr/local/lib/python2.7/dist-packages/protobuf-3.1.0-py2.7.egg/EGG-INFO/namespace_packages.txt'

I'm using ros indigo with gazebo 7.4.
