How to make a Circle Extraction at Obstacle?

anyway My question is that I'd like to do some Obstacle Modeling looks like picture1. If my robot detect obstacle with LRF, and I'd like to draw Circle.

How can I do this?? or Do you have any recommendations? Please help me. sincerely. Thank you for reading.!
