publishing goal with a different frame_id

Hi, I'am using the demo.launch, after setting my arm with setup_assistant. I would like to make the arm floats, to simulate it is attached to an underwater rov, and test the capability of my algorithm to reach the goal. How can I publish my goal with respect to a fixed frame that is different from the root frame of the arm?
