Coordinate Frames vs Reference Frames

Is a coordinate frame the same as the concept of a reference frame (or frame of reference) in Physics?

I've googled this and haven't found an explicit definition, but from the context in which it's used in ROS, it seems that way. I just wanted to confirm that I have it right. Thanks
