How to navigation in 3d map with a 2d laser scanner?

My robot work at unstructured outdoor environments,the ground is rugged.But my robot just have a 2d laser scanner(and imu / odomery),Is there a way to use 2d sensor positioning and navigation in 3d map?And is there a way to use the sensor build 3d map(small amounts of point cloud)?
