I wanna deploy "Answers" in my forum , but I don't know what is "ROS Answers" software ?

It is: https://github.com/ASKBOT/askbot-devel. You can clone that repo and host askbot yourself. You only have to pay if you want it hosted for you at http://askbot.com.
