genmsg_cpp is really outdated. I think it is gone since Electric or even Diamondback and has been replaced by python tools.

The current message generator for C++ can be found here. I'm not sure if the generator script really works on Windows already but it should at least not be that Linux specific anymore since there is experimental support for Windows now. For more information, have a look here.
